AHRI Work Plan Elements:  January 2002 - July 2003

1.  Reconstitute support staff at CEQ & define its duties (e.g., compile a notebook of AHRI "Charter" documents; Working Group, A & B Team support; CEQ liaison with RN's; assist with workshops, events; communications & outreach; etc.) 

2.  Backfill vacant River Navigator positions immediately (St. Johns R., Rio Grande, Potomac, & Willamette) 

3.  Explore how AHRI could become part of an Administration watershed initiative, now under discussion 

4.  Seek White House approval of the two requested Opt-In proposals (Upper Mississippi and Lower Mississippi) via Interagency Committee decision and request to the President 

5.  Finalize Hudson R. MOU (presently on track for Spring 2002) 

6.  Develop and implement processes for: 

    a) Expanding existing designated rivers (per the NY-Upper Susquehanna request) 

    b) 6 new designations (per existing E.O. for 20 designated rivers) 

    c) Additional designations (beyond the 20) 

7.  Update Individual River Action Plans (if River Communities so desire), short and long-term: 

    a) Jan. 2002 - July 2003 (short term) 

    b) Options for operating beyond July 2003 (the 5-year AHRI milestone) 

8.  Identify a second round of Keystone Projects for Federal interagency support over the next 18 months (for presentation at March 2002 A-Team meeting if possible) 

9.  Develop an AHRI River Trails initiative, currently in preparation (Willamette--lead) 

10.  Develop an AHRI-Private Sector initiative (Detroit--lead) 

11.  Good Neighbor Policy: 

    a) Demonstrate it is operational with examples 

    b) ?Transferability to the proposed Bush Administration watershed initiative? 

12.  Plan, Organize, Carry out RN/CP workshops and a 5-year AHRI Event 

    a) West Point - April 9-11, 2002 

            --?Hudson MOU signing or Lighthouse Transfer event? 

            --?Release of ?all 14? State of the Rivers Reports w/ CEQ press release? 

    b) Detroit - mid/late 2002
